It does not look like it!
In short the flaws in these methods seem to be so vast that it seems to be better to compare any year´s energy consumption with a calculated energy consumption for a normal year climate.
There is in any case a need for more accurate calculations in order to give a reliable picture for the building energy consumption

Enormous error margins with simplified methods |
There numerous problems with simplified calculation methods that has to be addressed when working with energy declaration and energy savings. Our experience are that the ones competent enough knows that they need a validated tool with a documented reliability. Unfortunate, not all in the business even with long experience are aware of how these problems are inter connected and how the they affect the calculated result.
The combination with simplified methods and persons with not enough insight can be devastating
