We can see many different energy related project going on. Projects are manged under a tight schedule with only a few persons with a similar background and competence. The solution is often ready from start and the project is more a transportation to find arguments that supports the solution. What is often not considered is that not much is new under in this world. Solutions have often been tried and rejected in other projects in other parts ot the world or reviewed rejected 20 years before.
As one of the pioneers in collaborative computing in Sweden I have some experience in alternative ways of running projects. With collaborative computing you creates systems that speeds up and deepens quality in projects.
It is perhaps time to leave an outdated way of work and instead welcome other ways.
Especially in projects that affects so many it should be important to find the best solutions.
There are many projects going on where they are unaware of or uninterested in results from other parallel projects or other authorities opinions. The project is closed to people outside until they send out a remiss. Projects like CEN, energy declaration, energy conservation codes are some example on projects like that.
With normal technique and normal time frame there is no way to handle many engaged actors. Selected methods are often justificated by subjective statements with out any substantive evidence. If you look at remiss answers there is often lack of fundamental critique. But if you talk to authorities (who's opinions you respect) in the business there is always a completely different picture. You get references to why the method does not work or why it has been rejecter in other places. I am sorry to say that these people does not think that it is very fruitful to try to answer a remiss because it is to late in the process.
Many are not aware that their view is shared by many other outside the project.
This whole process had been better of if you could incorporate the best competence and get reviews early in the project.
With collaborative computing you engage a large group of people in a project. Everybode can see and react to everybody else's opinion. The result is often that the highest competence and/or longest experience leads debates and discussions.
To get it all to work there is some fundamental rules that has to applied.
All material shall be accessible to all and only objective information like facts or numbers can be used. No subjective opinion are allowed.
The projects can in practically all cases run faster with better result.
More input from more and better competences.
